The economic assessment will analyze Bangladesh’s overall performance and key productive sectors (agriculture, industry, and services), identifying strengths, weaknesses, and latent potential. It will explore constraints to economic growth, including policy, regulation, and supportive sector weaknesses.

The economist will:

• Conduct growth accounting and benchmarking against structural and aspirational peer countries.
• Assess economic performance through sectoral contributions, structural transformation, and labor productivity trends to estimate GDP growth by 2031.
• Use concentration indexes and cross-country comparisons to highlight macroeconomic imbalances and sectoral challenges.
• Review reports from development partners (IMF, World Bank, IFC, ILO, etc.) and leverage global datasets (ADB, UNCTAD, WB WITS, Penn World Table, etc.).
• Conduct stakeholder consultations with government, think tanks, academia, and business groups.
• Identify key economic weaknesses, their root causes (e.g., low productivity, regulatory barriers, skill gaps), and recommend broad solutions.
• Prioritize constraints based on their impact on economic diversification and resilience, in consultation with the CDS team. The economic assessment will evaluate Bangladesh’s overall economic performance as well as key productive sectors—agriculture, industry, and services—by identifying their strengths, weaknesses, and untapped potential. It will also examine constraints to economic growth, which may stem from policy, regulatory challenges, and inefficiencies in supportive sectors.

The economist will be responsible for:

• Conducting growth accounting and a benchmarking analysis, comparing Bangladesh’s economic performance with structural and aspirational peer countries.
• Analyzing sectoral contributions to growth, employment, and productivity using structural transformation and labor productivity trends to estimate GDP growth projections through 2031.
• Utilizing concentration indexes and cross-country comparisons to assess macroeconomic imbalances, market structures, and trade patterns.
• Reviewing existing research and reports from development partners such as the IMF, World Bank, IFC, ILO, and government sources (e.g., economic memorandums, white papers, and transition strategies). This will provide insights into underlying economic weaknesses and constraints.
• Leveraging global datasets from sources such as ADB, UNCTAD, World Bank, Penn World Table, and others to conduct in-depth economic analysis.
• Engaging in stakeholder consultations with government authorities, think tanks, academic institutions, business associations, and ADB sector experts to identify key economic challenges.
